The concept of T.E.R:R.A.I.N. arose from community groups in Taranaki expressing the need to have access to a GIS. All the groups wanted to engage their supporters and the public by using web based maps and resources to provide information. The groups also required a system to analyse their data, and show the effectiveness of their funded projects.
Elise Smith and Linda Way, as tutors at WITT, worked on the issues of encouraging the use of GIS in Taranaki, using WITT as the education provider and forming partnership with business and government to deliver training services. Through Elise’s involvement with several Taranaki environmental groups, the concept of a community GIS was developed. BTW Company assisted the project by providing a demonstration GIS using data from several groups to show how resources could be linked to the GIS and published on the www.
In 2008 the Digital Strategy ‘Community Partnership Fund’ awarded funding for a pilot project to test the principles and set up T.E.R:R.A.I.N. The Friends of Pukekura Park in partnership with Puke Ariki administered the project, and contributed many voluntary hours to ensure the success of the project.
The aerial imagery of Taranaki is supplied by Taranaki Regional Council. The T.E.R:R.A.I.N. project acknowledges this generous support. No commercial usage of the aerials is permitted.

The George Mason Charitable Trust in 2010 funded an upgrade which allows a faster server to be employed. No longer do you have to wait for the maps to slowly load.
TSB Community Trust funded the Nga Motu Marine Reserve Society in 2010 to upgrade the Open Source Software to provide a better interface.
